The wall between two duplex or twin home units is often a single stud wall with one layer of drywall on each side and little or nothing in the cavity. Sound goes straight through it, and through every outlet box that was set back to back with the one on the other side.
Sound stops with three things: more mass, a break so the new layer does not vibrate with the old one, and no air gaps. The usual fix is a new layer of fire-rated drywall hung on sound isolation clips and furring channel over the existing wall, with the joints and the perimeter sealed with acoustic sealant. When the cavity is empty, the wall is opened from one side first and filled with mineral wool.
The wall between units is also a fire separation, so every layer and seal is done in a way that keeps it intact: fire-rated drywall, fire-rated sealant at penetrations, and outlet boxes backed with putty pads. Outlets and switches are moved out to the new wall face by a licensed electrician.

Situations and options
Added decoupled layer, one side
Clips and channel go on the existing wall in one unit and a new layer of fire-rated drywall is hung on them. The other unit is not touched. Works best when the cavity is already insulated.
Open, fill and add a layer
The drywall on one side comes off, the cavity is filled with mineral wool, then the wall is closed with clips, channel and fire-rated drywall. For empty cavities, and the biggest improvement.
Sealing only
Back-to-back outlets, gaps at the floor and ceiling, and pipe holes are sealed with putty pads and acoustic sealant. A small job that helps when noise comes through at specific spots.

How do you soundproof a shared wall in a duplex?
Add mass, decouple the new layer from the old wall, and seal every gap. The usual method is sound isolation clips and furring channel on the existing wall, a new layer of fire-rated drywall, and acoustic sealant at the perimeter and outlets. Filling an empty cavity with mineral wool adds more.
Can a shared wall be soundproofed from one side only?
Yes. The added layer goes on one side, so only one unit has work done in it. That is how most duplex jobs are done, since the other unit is often occupied. Sealing back-to-back outlets may need a short visit on the other side.
Why can I hear my neighbor through the outlets?
Outlets on a shared wall are often set back to back in the same stud bay, so there is only a thin box and a cover plate between the two units. Sound goes straight through. Putty pads around the boxes and sealed gaps behind the cover plates cut that down.
Does soundproofing a duplex wall affect the fire separation?
It must not weaken it. The wall between units is a fire separation, so the work uses fire-rated drywall, fire-rated sealant at penetrations and putty pads on the boxes. Done right, the added layer keeps the separation intact.
Does insulation in the wall stop noise between units?
Mineral wool in an empty cavity helps, mostly with voices and TV. On its own it is not enough, because the drywall on both sides is still screwed to the same studs and passes sound along. Insulation plus a decoupled layer works much better than either one alone.
How much quieter will the wall be after soundproofing?
Voices and TV drop a lot with an added decoupled layer and sealed gaps; low bass and footsteps are harder to stop. Noise that also travels through the floor, ceiling or ductwork will not be fixed by the wall alone. The quote from your photos points out other paths if they are likely.
