A small garden retaining wall is a short block wall, under the height where the city wants an engineer, that holds a bed, levels a yard or holds a bank off a walk. Short walls are everywhere: along a bed, between two yard levels, around a tree, beside a sidewalk, holding a mailbox bed off the driveway. They are also the walls most often stacked straight on the grass with no trench, no buried course and nothing behind them. By the third spring the ends have lifted, the middle has sagged, and the mower has chipped every cap. A short wall takes less block than a tall one, not less base.
The build is a tall wall scaled down. A trench dug and compacted with class 5, the first course set level and partly buried so frost cannot get under it, block stacked with its setback and pinned or lipped, clean drainage stone and fabric behind it, the ends returned into the grade, and caps glued on. Curves and corners are cut on a saw so the joints stay tight. Short walls under the code height do not need geogrid or an engineer; they are built on the block maker's tables.
Where the code height is depends on your city, and it is the line between a garden wall and an engineered one. If a wall wants to be taller than that, two short walls with a bed between them, each with its own base, usually looks better and stays on the simple side of the rule. We tell you where your city draws the line before the trench is dug.

Situations and options
Bed wall along the house or fence
A low wall that lifts a planting bed off the lawn, with the bed graded to drain through the wall base and a cap the mower can run along.
Wall between two yard levels
A knee-high wall where the yard steps down, with the ends returned into the grade and a set of block steps where you cross it.
Wall along a sidewalk or driveway edge
A short wall holding a bank off a walk or a drive, set back from the pavement with a strip of rock for the plow and shovel.
Tree ring or mailbox bed wall
A small curved wall around a tree or a mailbox bed, cut on a saw to the radius and capped, on the same compacted trench as any wall.
Small Garden Retaining Wall — Short Block Walls Under the Code Height: questions, answered
Does a small retaining wall need a permit?
Usually not. Most cities set a height below which a garden wall needs no permit and no engineer, and short bed walls sit under it. Walls near a property line, along a street or holding a driveway can be the exception. We check your city before we start, since the line is different from one city to the next.
Does a short retaining wall need drainage?
Yes. A short wall holds less soil, but the soil behind it still gets wet and still freezes. Clean stone and fabric behind the block let the water drain down and out instead of pushing the wall. On a short wall it is a small amount of stone, and it is the difference between a wall that stays straight and one that walks.
What block is best for a small garden wall?
A lightweight garden unit from the block lines, which stacks fast and handles curves, is right for a bed wall. A wall holding a real grade change, even a short one, is better in a full-size retaining unit with a lip or pins. Both get the same trench, base and stone behind; the block choice is about the height and the look.
How deep do you dig for a short retaining wall?
Deep enough to compact a base of class 5 under the wall and bury part of the first course, with the trench wider than the block. In soft or wet soil we go deeper. The buried course is what keeps frost from getting under the wall and lifting the ends, and it is the step most short walls skip.
Can I build a small retaining wall myself?
A short bed wall is a fair weekend job if you dig the trench, compact the base, bury the first course and put stone behind it. Most of the ones we rebuild skipped one of those. If you would rather not carry the block, send a photo along the line and we quote it per linear foot.
Can a short wall be made taller later?
Not by stacking more courses on it. The base, the setback and the drainage are sized for the height the wall was built to, and a taller wall may cross the line where the city wants an engineer. Build it to the final height now, or plan two short walls with a bed between them.
