Caps come loose for a few reasons and they are all fixable. No adhesive, or a construction adhesive that goes brittle outdoors. Water sitting on the top course that freezes under the cap and lifts it. A top course that has settled or heaved so the caps rock and the glue line breaks. Kids walking the wall, the mower bumping the overhang, the plow catching the end. Once one cap is loose the next one goes, and a missing cap lets water into the wall.
The fix: pull every cap on the run, scrape the old adhesive off the cap and the top course, and check the top course for level. Units that have settled or heaved are reset or shimmed with stone so the caps will sit flat. The caps are dry-fit with an even overhang on the face, cut on a saw at corners, curves and pillars, then set in an exterior masonry adhesive made for landscape block, two beads, and pressed down. Broken caps are replaced with matched units and hauled off.
Matching is the one thing to talk about up front. Block lines change and caps fade in the sun, so a new cap next to an old one shows. On a short wall we often recap the whole run so it matches; on a long wall we match as close as the line allows and put the new caps where they show least. If the wall under the caps is leaning, the caps are a symptom and the fix is a wall repair, which we quote instead.

Situations and options
Reglue loose caps
The caps are sound but sliding. They come off, both surfaces are scraped clean, and they go back in fresh masonry adhesive with the overhang evened up.
Replace broken and missing caps
Split, chipped or missing caps replaced with matched units, the rest reglued at the same time so the whole run is tight.
Recap the whole wall to match
When the old caps are faded or the line is discontinued, every cap comes off and a new run goes on. The wall looks new from the top and the overhang is even end to end.
Pillar and seat wall caps
Pillar caps and the wide caps on a seat wall take the most abuse. They are reset in adhesive with the pillar cap centered and the seat cap overhang even on both faces.

Why do retaining wall caps keep coming loose?
Either they were set without adhesive, or with a construction adhesive that goes brittle outside, or the top course under them has settled so they rock and the glue line breaks. Water that sits on the top course freezes under the cap and lifts it. Resetting caps on a level, clean top course with exterior masonry adhesive fixes all of those.
What glue is used for retaining wall caps?
An exterior masonry adhesive made for landscape block, rated for freeze and thaw. Not the general construction adhesive from the window aisle, which hardens and lets go in a few winters, and not mortar on a dry-stacked wall. Two beads on a dry top course, cap pressed down, and it is cured in a day.
Can you match the caps on my wall?
Usually close, not always exact. Block lines change and caps fade in the sun, so a new cap beside a ten-year-old one shows a shade off. We match the line and color as close as it comes and set the new caps where they show least. On a short wall, recapping the whole run is often the better-looking answer.
Can caps be reset in winter?
Not well. The adhesive needs a dry top course and temperatures above freezing to cure, so cap work runs from spring through fall. Caps that come loose in winter are set aside and reglued once the wall is dry, which keeps them from being lost or run over by the plow.
My caps are loose and the wall is leaning — is that the same fix?
No. Loose caps on a plumb wall are a cap job. Loose caps on a leaning wall are a symptom: the top course has moved because the wall is moving. Regluing the caps there wastes the adhesive. That wall gets the leaning section taken apart and rebuilt on a base with drainage, and the caps go back on at the end.
How much overhang should a wall cap have?
Enough to make a shadow line and throw water clear of the face, and the same from one end to the other. A retaining wall gets the overhang on the front; a seat wall gets it even on both faces. We dry-fit the whole run before gluing so the line is straight and the cuts land at corners, not in the middle.
