Flagstone is flat natural stone, split in irregular slabs or cut in rough rectangles. It makes a walk that looks like it grew there. It also has no two pieces the same thickness, which is why a flagstone walk set straight on the dirt rocks, tips and heaves after one winter.
Each stone needs a base. We dig out, compact a base of class 5 or crushed rock so water drains through and frost has less to lift, and set each stone in bedding sand or screenings, tapping it down until it sits flat and does not rock. Thick stones get more bed dug out, thin ones less, so the tops finish even. A front walk gets a full base under the whole path; stepping stones in the lawn each get their own base, set just below the grass so the mower rides over them.

How do you keep flagstone from heaving in Minnesota?
Set it on a dug-out, compacted base that drains, not on topsoil. Frost lifts stone when wet soil under it freezes; a crushed rock base drains that water away. Each stone is bedded so it sits flat and does not rock, which also keeps it from tipping as the ground moves.
Why are my stepping stones heaving after winter?
They were most likely set right on the dirt or in a thin layer of sand. Wet soil under them freezes and lifts one edge more than the other. Lifting them, digging a base under each one and resetting them fixes it.
Flagstone or pavers for a walkway?
Flagstone looks natural and irregular; pavers are uniform, easier to shovel and easier to reset. Both need the same kind of base. Flagstone costs more to set because every stone is a different shape and thickness.
Should flagstone be set on sand or gravel?
On both: a compacted gravel base underneath for strength and drainage, and a thin layer of sand or screenings on top to bed each stone. Sand alone on dirt washes out and lets stones sink. Mortar-set flagstone on a concrete slab is another option for a formal front entry.

What goes between flagstones?
Screenings or polymeric sand for a firm, easy-to-sweep walk, or soil for creeping thyme, moss or grass on a garden path. Front walks usually get polymeric sand so weeds and ants have a harder time.
